How to Link KPI allocation diagram to a VACD

Hi

We are trying to model risk and KPI for our internal processes.

We have done the following:

1. Created a KPI Allocation diagram that shows high level risk and the KPIs

2. SHown the low level risk /risk events at EPC which is Level 4 for us.

3. Detailed the controls for the risk using a Business Control Diagram.

Now the issue is - 

The users in our organisation are used to navigating from LEVEL 3 to Level4..so they might miss the KPI allocation diagram altogether.

Also if they see only Level 3 VACD and do not navigate to Level4 EPC(where risks are depicted)..they may miss the risk part altogether.

Is there a way we can link KPI diagram to Level 3 VACD and build a flow?
